Fixed incorrect FSF addresses, update COPYING #3

You replaced GNU LIBRARY GENERAL PUBLIC LICENSE with GNU GENERAL PUBLIC LICENSE. It should be replaced with GNU Lesser General Public License instead (http://www.gnu.org/licenses/old-licenses/lgpl-2.0.html).
