basic program description isn't enough #234

Why does C/C++ program can have much longer cesium description than basic programs ? seems unfair 👀 In fact, cesium doesn't read the description of a basic program if it is over 21 characters (not sure, but there's a limit). Please correct this 🙏

I already fixed this. Either build Cesium or wait for the next release.
