Pulled Pork keeps trying to redownload the latest rules #139

What steps will reproduce the problem?
1. i am running this command as a .bat file perl 
c:\PulledPork-0.7.0\pulledpork.pl -c c:\pulledpork-0.7.0\etc\pulledpork.conf 
-vTk -K c:\snort\rules The download starts ok, but then just keeps trying to 
redownload the file, I do not see any error codes as well.

What is the expected output? What do you see instead? I would expect this to 
place the newest rules in the tmp directory, instead the file just keeps trying 
to get downloaded, I see it grow to 18 KB then shrinks back to 9KB.

What version of the product are you using? On what operating system?
I am using 0.7.0 on WIndows 2008R2

It is likely that a device is causing a download failure in between, perhaps a 
content filter or application firewall or proxy etc etc...
