I see this too. However, I think a lot of this is in limbo specifically with the development of Material Web, Material You, new theming API, etc.

You can find the current theming guides here.
You can also always read the README for each package, like mdc-theme. This link is specific for the v13 tag, which at the time of writing is the latest stable release.
