Epic: ETL - Annotations - new data type for process. #1188

Looking at and thinking about the spreadsheets from Jake and Tracy, I think we need a new type of value “Annotation” that is: type, name, value, unit, but that does not participate in either the measurement chain, or the setup parameters. For example, tracy has (under Create Samples) Forging Number, Section Thickness, Position of section; and under EBSD Data Collection, ‘.ang file exported?’ and a number of other yes/no questions. Jake, in his new spreadsheet, the one he is working on now has (in Ultrasonic Fatigue) has ‘Previously Tested?’ and ‘Sight of crack initiation’.

This also will need a UI.

Closed due to the following: this issue originally came up because setup-parameter did not support user-specific setup-parameter -- the current work around is turn off the verification for setup-parameter.
