Clean up Organizations #54

Problem

The current production MDF Connect used a hierarchical model of organizations along with a complicated permissioning scheme.

Approach

We have cleaned out unused organizations and filled in missing data for all of the surviving organizations. This is assuming the following workflow changes:

  1. Submitting users may not specify a data destination. This must be defined in the organization and all submissions for that org go to the same destination
  2. MDF is no longer responsible for setting access control on submitted datasets. That will be configured through Globus Transfer at the endpoint/directory level
  3. We want to add a visible_by property which will be set on the ingested search records.
