Deploy environment #22

This issue serves to track efforts to bootstrap the following processes:

Train state storage (aka collection)
User-accessible frontend

Current plan:

Ubuntu with two containers: one for pull and one for display
Docker + docker-compose
Job scheduler to pull every minute

The docker-compose environment now mostly works in the deploy-env branch—I'm having an issue where the cgi container needs to be restarted once before it will populate with mysql info. Investigating...
