Modify upgrade command so it pulls image #3468

Fixes #3467

This PR modifies the upgrade instructions to pull from our dockerhub repo rather than attempt to build from local code.

Technical details

It seems that we at some point in the past copied the "dev upgrade" instructions ( i.e., building from local code ) into the docs for users, and because we often have local code overlooked the problem.

This is related to #3465, but that user also has other issue, and I want to merge this ASAP, since other users may be trying to upgrade today.
