Add 0.1.7 release notes to the nav menu

In our docs site, this PR adds a navigation item to help readers find our 0.1.7 release notes. This slipped through the cracks in the 0.1.7 release process.

This PR also updates the instructions for generating release notes so that it's clearer that we need to edit the nav menu too.
