Overview of changes

• Adds a README.md file for the project with instructions on how to get started
• Adds a CHANGELOG.md file to record changes to the project
• Initial template.rb file
• When running the template, it creates a docs folder and docs/adr folder as outlined in #6 and #11
• Adds RDoc markup to the template file
• Proposes a naming convention for template methods based on work with Snook
• Adds a lib and lib/templates directory where all templates should be stored

7 and #8 cannot be closed, as acceptance criteria are not currently met and may not be met until the end of the project.
