As a developer I need a place to store my documentation so that other developers can use my code easily.

Acceptance criteria

[x] It should create a /docs directory in the root of the application
[x] It should have an index.md file in the /docs directory with an overview / template on how to write documentation
[x] There should be a link from the README.md of the project to documentation index
