As a developer who has generated an app using hmu-rails I need to know how to use the generated application so that I can get started quickly.

Acceptance criteria

[x] I should be able to successfully run the test suite
[x] I should be able to successfully start the development server and processes
[x] I should be able to successfully run linting tasks etc.
[x] I should have access to some troubleshooting help if things don't go as planned
