Add chart plotting doses delivered to Germany vs. doses administered in Germany #11

For example, we’re currently at ~78%:

A total of 4,146,348 doses have been administered so far — that’s 77.66% of the 5,339,295 total doses that have been delivered to Germany as of 2021-02-09.

It would be interesting to plot this relation over time.
