Transparent GIF comes from https://stackoverflow.com/questions/2570633/smallest-filesize-for-transparent-single-pixel-image/15960901#15960901 Non transparent GIF comes from http://probablyprogramming.com/2009/03/15/the-tiniest-gif-ever

Verified to work in: Imageglass, Windows 10 Photo viewer, Firefox 93, IE11, Office 2010 and GIMP

The transparent GIF is not technically compliant with the GIF standard but it looks like it displays fine in a wide range of programs.
