Add setting to set braking strength #15

This adds a setting for disabling damping completely or only during startup.

I think it might be preferable to have a more fine-grained way to tune this before including it in a release.

"Damping" is a braking effect implemented using complementary pwm - also known as active freewheeling and regenerative braking.
