Feature: add flexible setting of the range of years to the properties

for example, I don't need to go that far ahead when adding years, on the contrary, I need to be able to go many years back and stay on the current year, it would be cool to have a feature like visibleYearsNumberBefore and visibleYearsNumberAfter

I'm refactoring datepicker, years, months, ... A new version will come soon

When you'll set :

• a min date for example : 2018-01-01, years will start from 2018.
• a max date for example : today, years will end to 2020
