In addition to sending in-app notifications (bug 983092), we should also send them via email, in order to reach users when they don't use Pontoon.

In their settings, users should have the ability to choose between different email notification frequencies:

receive an email for each in-app notification (default)
receive a daily digest of notifications
opt out of email notifications completely
