[dashboard] Sort tags on dashboard by priority #1290

Currently the tags on dashboard seem to be sorted somewhat randomly. I would very appreciate to have them sorted by priority (5 star at the top), so I know what to look on first.

Note that this would also be consistent with the behavior in the Filters panel of the Translate view.
