Output doesn't reflect internal failure #2

If there's a timeout while executing a submission, the executor container will keep retrying that submission and failing. Output reporting needs to be not useless.

Since the executor container was replaced with Sidekiq in 15ff320ea and 94a079eaffe3d85261dfa5, this is now more easily possible.
