Certain URLs have "Scroll to Text Fragments" (see this Stack Overflow post). This looks like https://www.example.com/mypage#:~:text=foobar or https://www.example.com/mypage/#:~:text=foobar.

Acceptance criteria:

[ ] Scroll to text fragments are removed from URL
[ ] Sufficient unit tests are added
