Add dotenv readme #208

👋 Great list! I came across it when looking for inspiration for https://github.com/dotenv-org/dotenv-vscode.

That's when I thought that dotenv should be added to the list. Its README has stood the test of time, and now, having sponsors, I think it still stays true to its foundations of a branded and useful README.

I don't think the focus on sponsors matches the goals of this repository, so I would not accept this. I will leave this PR up for another month in case any of the other approvers have a different opinion.
