Thank you for the suggestion. Unfortunately this tool isn't suitable for inclusion, because:

It's not for the creation of readmes. For example, it's not a readme template, or a readme editor, or a readme generator, or a readme style guide, etc.
It's not related to GitHub. A tool that creates sections for a readme could be beneficial to our repository, if it was related to GitHub. For example, we have one that shows the contributors to a repository and another one that shows statistics for a repository.
