Admin Panel Only Showing Dashboard in Ubuntu 12.x #32

I'm getting reports that the Administration panel is limited to the Dashboard on a basic Ubuntu 12.10 installation. This may be due to a problem with the SubPage determination in the Cookies class, but it's just a theory ...

After numerous tests with Ubuntu 12.04 and 12.10 in VMs, I've been unable to duplicate the problem. This seems to affect only the "Sites" tab in the administration panel, with the "Settings" tab displaying and accepting updates. Very, very strange.

I've asked the person who reported this issue for some more data in order to better identify what might be causing the problem.
