Lower the regrowth rate per default since too fast for now.

Thoughts on configuration: The nice looking mod is jar in jar, that increases the size of the mod by 3x, does that matter? I say yes, but a good looking config is also important

The other option is the config mod. It works via a json file, which is okay, but not that cool.

On hold for the moment, asking upcraft if I can copy his config code for now, and will rework it completely when the fabric config module is released
