NPM 自动进行判断 #223

目前是通过传入 NPM 来确定是使用 npm\tnpm\cnpm，要自动算出来，参考 https://github.com/matmanjs/create-matman-app/blob/7b3ed5ea7fb8c4d9f5a05fcc1cc2d56751081d94/packages/create-matman-app/src/commands/init/utils.ts#L14 的实现
