Revise Getting Started page #1050

Move the 'About Matomo' content to other parts of the plugin. The Getting Started page should just be about getting Matomo running as quickly as possible.
Modify the "Update your Privacy Page" section to something that is more like a list of actionable steps, rather than a block of text.
Change order of steps as updating the privacy page/etc. should be done before enabling tracking.
