Matomo for Wordpress plugin can be activated on PHP 7.0.33 #796

Customer reported that they tried to install Matomo for Wordpress plugin. They are using PHP version 7.0.33. After installing the Matomo for Wordpress plugin, there is an option to activate it even though the requirement was not met. After activating the plugin, they encountered this error:

In order to deactivate the plugin, the customer needs to do it from the database.

Expected behavior: we would expect that Matomo for WP can only be installed when the server has PHP version >= 7.2.5 as per https://matomo.org/faq/on-premise/matomo-requirements/
