remove Providers and CustomVariables plugin from release #134

Minor note I just noticed a minor thing: If you want to reference an issue from another repo, you need to explicitly link to the issue. So it should be https://github.com/matomo-org/matomo/issues/17973 (https://github.com/matomo-org/matomo/issues/17973)

This is good to merge. I'll add a reminder to merge this next Thursday. Just in case we'll have a 4.5.X release then it be great to not remove these plugins during a patch release.
