Week beginning setting #1633

Among the countries and cultures, some consider the week begins on sunday, some on monday.

I think the preferences should give the administrator the option to decide whether to have a week as sunday-saturday or monday-sunday

Similar to #572 as it means weekly reports would have to be re-processed based on the user settings (or processed twice automatically, starting Monday or starting Sunday).

This feature wouldn imply double processing: the administrator would choose whether to begin week on sunday or on monday.
