GTM template when using Matomo On-Premise #18907

Now that many European countries start banning or investigating GA, many companies have choose Matomo as alternative to respect RGPD.

An official Matomo template will help a lot in this transaction, we wouldn't need to recreate the triggers or tags and only change GA by Matomo for example and keep all our other integrations with others analytics tools that respect RGPD.

trackify.info have already created a template for Matomo: https://tagmanager.google.com/gallery/#/owners/trackify-info/templates/GoogleTagManager-WebTemplate-Matomo

But unfortunately, we cannot trust it for an enterprise solution:

@justinvelluppillai maybe we can close this issue since we're working on this in https://github.com/matomo-org/google-tag-manager-matomo-template ?

Actually we'll need to keep the issue open to have a template for On-Premise users. Which we did want to do, but ran into a problem with not being able to allow loading the JS from any domain.

FYI this was completed only for Cloud here: https://tagmanager.google.com/gallery/#/owners/matomo-org/templates/google-tag-manager-matomo-template

unfortunately we couldn't do it in a generic way. So we keep this issue open.
