When viewing a Goal report (right after creating a Goal), because reports can take minutes or hours to generate, as a user I want to see the notification that clarifies it is expected to have empty reports and that I need to wait #19737

Reproduce
Go to Matomo as super user or admin
Click "Goals" in left menu
Click “add a new goal”
create any goal
then open the goal report with any date range (today, or yesterday, etc.)

Empty state showing zeros but no friendly explanation:
Expected
Expected to see a notification at the top that explains the data is not processed yet but will be in a few hours.
Similar to the notification we show for a report including "Today" that is not processed yet (see eg. in https://github.com/matomo-org/matomo/issues/19736 )
Hi @mattab, thanks for the feedback, it would definitely be better user experience to have a clear explanation for the blank report :+1:
