Consider removing DNT support #20012

Summary

Follow-up to #20011

With #20011 the DNT-Support now has been deprecated. This issue is about evaluating the full removal of the DNT feature from Matomo.

If also other modern browsers than Safari might have meanwhile dropped support for DNT, we should also remove the support from Matomo.

If DNT is still widely supported by e.g. Firefox & Chrome, we should consider moving this issue to the next major release maybe.

Based on the recent court ruling https://cybernews.com/tech/germany-court-bans-linkedin-from-ignoring-browser-do-not-track/ we likely cannot remove this feature for a while. Also the majority of browsers still support this feature.
