This issue has been mentioned on Matomo forums. There might be relevant details there:

The device type is detected by device detector , so if we globally would like to discontinue reporting anything as phablet that would need to be changed there. Personally I wouldn't change that for old devices. It could make sense to discontinue using phablet for any new detections that are added there, as it nowadays doesn't make sense anymore.
We could maybe add some code that would group smartphone and phablet into mobile in the device type report. But smartphone and phablet would remain as reported device type in the visits logs
By documentation, is supposed to have Mobile traffic under segmentation 🤔 https://matomo.org/faq/reporting-tools/common-segments-their-use-cases-and-how-to-create-them/#segment-mobile-visits

I’m wondering why there’s a device category/segment called Phablet.
It’s quite old fashioned, and practically nobody uses that term anymore. Same goes for Smartphone actually. They’re not smart anymore, they’re normal. Remember the last time you called your television a flatscreen? Today, people speak of ‘Mobile’ and ‘Tablet’.
Also, it’s not about the type of devices per se, it’s how people use them. A phone is used as a phone, no matter if it’s 2" or 6", and same goes for tablet. I see no use for a Phablet segment, other then giving me inaccurate mobile/tablet data.
