Goal restrictions: make them available for some users only #22122

Hi Team,

By default, when goals are defined within Matomo, they are available for everyone. One client suggested me today that it could be nice to make them available only for the users/groups we want. For example the marekting department shouldn't be able to see the goals of the IT department.
