Create an API to let users import historical report data in Piwik #6094

The goal of this ticket is to create a new API in Piwik that will allow users to import Report data in Piwik.

Example use case:

Google Analytics Importer,
Yandex Importer,
Webtrends importer,
Etc.

Tasks

Create a new API that lets user set or overwrite report data, for a given website, period, date, segment
- This API imports data in database tables piwik_archive_*
Add tests

This issue is a requirement for the awesome feature we would love to offer to the 50% of the Internet using Google Analytics: #6095

hmm, no activity in 2015. only the push to midterm. that is bad.

@thebennos can you maybe help us, for example sending a list of requirements?

Yeah, I can help. Have a good knowledge of the G-Analytics API. We get no raw data out of the analytics API.
What we need is a matrix about what data we need for piwik and how we get the data out of the analytics API..

I think we should start with piwik. What data we need to know? each visit? with additional data, but what exactly?
