Advanced access rules for each user #6660

Today one user ask me about "how he can add new website and delete old one, and give the 'view' access to the other user"? As I see now, piwik is support access rules but only on the website access level and very limited for other aspects of the system. I mean managing menu items access, access to plugin activation/deactivation, plugin updates, or something else. I know that plugins works on "per system" not "per user" level. But anyway we could give our users access to updates. Or even if we found new coooool piwik theme user cannot apply it.

Not directly this question but Matt said in https://github.com/piwik/piwik/issues/6346 :

"adding a new role now is complicated" . Maybe if more people need granularity in user rights it can become reality...

IMHO the best way to know the user opinions - set up poll on the piwik site.

PS! I think that at least administrators of huge and medium piwik installations will be interesting in this feature.

I'm also really looking forward to have this kind of feature: New roles, fine granularity etc. -> and I'm filling the survey...
