Tags Submenu -> Add Tags, Remove Tags options #111

Shortcuts for the functions in the Manage Tags window. Will require refactoring the add/remove tags to a different place in the application. May make the manage tags window irrelevant, perhaps it should become just a "Edit Description" window instead?
