Restore deleted non-array elements when value change is detected

Issue found when smashing Realistic Water Two, cell records were blank in the smash patch when they had data in both RW2 and RW2 patches

Quoting Mator: "so the correct solution is one of the following:

• Disable preserve deletions on the CELL record group
• Use override deletions on the CELL record (either for just RW2 or for everything) these may affect more conflicts, so will need to review all CELL records after making one of these changes alternatively I could set up some new code related to restoration, where if a value change is detected element is restored"
