REFR - Placed Object missing values #249

Hello,

When checking Realistic Water for a manual rule, It modified the record header section but there was no record header section in the rule builder. The REFR - Placed Object rule starts with EDID - Editor ID and skips the Record Header section

Actually, the Record Header section is missing from a number of other records too.
