[SSE] Smash reverts USSEP changes #251

Why is Mator Smash reverting this USSEP change? image

This is just one example... It looks like it makes a mess of a number of other USSEP changes too, like trying to merge base game dialogue conditions with USSEP ones, which seems like a huge no-no.
