Post emoji mosaic art #28

Wrote a blog post/tutorial to create simple emoji art from images using minimal libraries (just numpy and scipy besides matplotlib).

@story645 very kindly went through the post first so hopefully it's fine. But as this is my first PR to a open-source project, I might have made some mistakes (which I'll gladly correct).

Thanks a lot and I look forward to contributing more in the future 😄

Thank you Abhishek for the great post! The article is now published, I kept only the first commit you made and fixed a few typos in the post. The second commit was not needed, so I did not merge the PR straight away.
