Updated links to change 'users/project/' to 'project/' #90

This is part of the issue to move non user related material out of /users. As part of the first step of moving /users/project -> /doc/project as is being done in this PR, I updated the links to change users/project/ to project/

but as this is about stable links, it can't be merged until 3.9 is out.

Does this repo not have branch management and milestoning?

Also really thinking we should have "do not merge: waiting on discussion/upstream/etc" labels for blocking rather than abusing the review system.

This is the front page; there's only one branch and no tags. Everything is published directly on merge.

Thanks for clarifying, for some reason I thought this one tracked releases like mpl-sphinx theme.
