next step of #45

just implement @room notify and replace user and room mention
add new dependency turndown for convert matrix html to markdown.
add new config option notify for replace @room to notify word; if set the only_active will send !here if not !channel

truly hack code, sorry.

I'm comfortable merging this into master, bumping the version, and testing on my server in "production" :+1:
