I've also merged https://github.com/matrix-hacks/matrix-puppet-bridge/pull/37 so we can bump our matrix-puppet-bridge to 1.16.0+ and let it handle running the handler for m.file instead of doing it in the bridge, like you suggest, and created https://github.com/matrix-hacks/matrix-puppet-slack/issues/65 with a good-first-issue label, so we don't forget to make the change at some point, and so that maybe someone new will pick it up.
