We've hit a few bugs around verified devices not working properly, so we should test them. This is particularly important given Element X forces verification.

We can only partially test this due to https://github.com/matrix-org/matrix-rust-sdk/issues/3595

It's done now as much as we can until the rust SDK supports more.
