add #freenode_matrix-synapse:matrix.org alias to #synapse:matrix.org #37

synapse:matrix.org is bridged to #matrix-synapse on freenode, but because it's plumbed, it didn't get the #freenode_...:matrix.org alias set, which means that Matrix users can't discover the freenode address to point freenode users to.
