IRC->Matrix bridging of #matrix-spec on Libera is broken #1575

Describe the bug Messages sent to #matrix-spec on Libera are not relayed to #matrix-spec:matrix.org. It works in the other direction, though. It has been this way for at least two days

To Reproduce Send a message to #matrix-spec on Libera, nothing happens on the other side of the bridge, no matter how long you wait

Expected behavior messages should be relayed when all puppets are present in the channel

@Gnuxie see https://github.com/matrix-org/matrix-appservice-irc/issues/1601 for that "temporary" failure. It should have been fixed by today's restart

The breakage in #matrix-spec is permanent
