Libera bridge is currently lagging both ways

Seemingly on all channels, including #libera-matrix / #irc:matrix.org.

The lag seems to be increasing (at least in the few channels I checked):

• 8:21 on matrix.org -> 8:31 on Libera
• 8:41 on matrix.org -> 8:52 on Libera
• 9:57 on matrix.org -> 10:21 on Libera
• 9:59 on matrix.org -> 10:23 on Libera

and

• 9:06 on Libera -> 9:26 on libera.chat (based on the timestamp showed by Riot, I assume it's origin_server_ts)
• 9:07 on Libera -> 9:26 on libera.chat (ditto; also, it's shown before the previous message)
• 9:28 on Libera -> not arrived yet (as of 10:25)
• 9:59 on Libera -> 10:23 on libera.chat (ditto; and actually received at 10:23)
