Integration manager shows unhelpful JSON error when the provisioner is waiting for a bot response, and the user tries to retry a bridge #565

As the title says, any integration with freenode channels gives the error Failed to make link: Unexpected token < in JSON at position 0. I don't think this is intended behavior.

this probably means a beautiful html error message was being returned rather than json from an api call, probably due to the DDoS which was happening around that point time. please reopen if it recurs.

I've been getting this exact error and I have been trying over the last week. Can we reopen this issue?

I hit this error today, so it's still an issue. Can this be re-opened so we can get a more permanent fix?

I'm reopening the issue as a tracker for us to respond with better errors. Nothing is broken, but our UX could be better.
