Ability to comment misidentified in a +r room

Joining as a registered user on a +r channel results in inability to comment. Steps to reproduce (tested with riot.im/app and riot.im/develop):

• use a registered nick
• join a +r channel, such as #mediawiki-core@freenode
• try to send a message

The input field where you normally type the messages is disabled and shows You do not have permission to post to this room. Per the feedback at vector-im/riot-web#11741, this is due to the bridge misidentifying the situation and not setting power levels currently.

Seen from another client the join event looks like tgr_ [tgrmatrixo@wikipedia/tgr] has joined #mediawiki-core so there should not be an actual permission issue.
